Question: Will this cable connect my PC to my TV?

Answer: "Yes, as long as your PC has a 3x RCA output (red, yellow, white) and your TV has a SCART in input."

Question: Is a Scart to composite cable superior in quality to a composite to composite cable or is it just a different connection?

Answer: "No. A SCART to composite cable or adapter will look the same as a composite to composite link. While SCART can carry better quality video, the limiting factor is the composite side.

If your display device doesn't have a better quality input option than yellow/red/white composite AV, your video won't be improved by changing the source connection type."
