Q. What is the difference between 1.3 and 1.3a in HDMI cables? (Posted: 26th August, 2009)
A. Not a lot. There certainly isn't any difference at all in picture or sound quality. The only differences are the certification to be compatible with HDMI connector Type C (the small one used for cameras) and an updated list of CEC commands (this is for things like Panasonic's Viera Link).
